David Saumweber, Proposal / Capture Manager
David, Fig Leaf’s Capture and Proposal Manager, has had a two-stage career—20 years as a knowledge manager and 20 years as a business developer. During the knowledge management years, he ran information services for the National Academy of Sciences (NAS) and for the White House Advisory Committee on Human Radiation Experiments (ACHRE). His work for both organizations involved designing, developing and managing business processes that supported scientific and government program research. As a hands-on manager in an era of DIY technology, he also undertook the design and development of software applications to support those processes, including implementing one of the earliest institutional intranets in Washington. He was at the national meeting of the American Society for Information Science (ASIS) in the late-1980s when Al Gore said what was later taken to be a claim that he invented the Internet (Gore did not say that).
In between the two careers he spent some time as a certified Lotus Notes developer, which may seem more than merely old hat now, but IBM still sells Notes and Domino to the Federal government.
In the late 1990s, David began working for small businesses (and one large one) capturing Federal IT business by identifying and qualifying opportunities, forming and managing teams of companies and subject matter experts, and developing and submitting compliant offers for effective service solutions. He eventually captured more than $100M in funded projects and several GWACs. He managed portfolios of task order contracts (ID/IQs) and the corporate processes and information resources supporting bids. He also acquired a sub-specialty in quality management, obtaining training in and undertaking implementation of Capability Maturity Model Integration (CMMI) programs for businesses, including, more recently, CMMI’s Data Management Maturity Model (DMMM).
David has degrees in philosophy of science from the University of Virginia. In his spare time he pursues his interests in the Bronze Age Aegean and baroque opera.
